Participation Guide

1. Support Eligibility

This program is open to overseas central and local governments as well as international organizations, and each governing entity may submit only one project per city under its jurisdiction.

Eligible Applicants
  • Overseas central and local governments and international organizations
    • ※ Each eligible applicant may submit only one project for each city under its jurisdiction.
    • ※ If multiple institutions share jurisdiction, a lead agency must be designated and the role of each institution must be specified.
Eligible Projects
  • Simple land development, housing or building construction, and pure research-only projects are discouraged, projects demonstrating strong government commitment and high feasibility are prioritized
  • (e.g., supported by upper-level plans, laws and regulations, budget allocations).
  • If there is a history of collaboration with the Korean government, local governments, public institutions, research institutes, or private companies, please specify it in the proposal.
2. Support Details

Selected projects receive support for planning, feasibility analysis, and capacity-building training.

  • Support amount : Up to KRW 700 million per project (subject to committee decisions).
  • Types of Support :
    • Smart City Planning : Master planning and phased priority project identification to enhance the competitiveness of new or existing cities.
    • Smart Solution Planning : Planning, introduction, construction, and operational strategies for customized solutions to address pressing issues, including feasibility analysis.
  • Scope of Support :
    • Consulting services : Contracted service providers selected by the Secretariat (KIND) carry out the work within an agreed scope, and results are provided to the partner country.
    • Capacity-building training : Capacity-building programs and seminars on smart cities for relevant officials (scale, timing, and content to be determined through consultation).
  • Selection Method : Secretariat pre-consulting results + Evaluation by the selection committee
Actual project implementation is carried out by Korean firms selected through competitive bidding to conduct consulting activities, in consultation with counterparts from the partner country.
3. How to Apply

Applications are accepted year-round, and pre- consulting is conducted as needed after review.

5. Important Notes
Eligible Applicants
  • Projects may not be selected due to budget limitations.
  • This program is not classified as ODA.
  • Intellectual property rights for final outputs belong to the Government of Korea (deliverables may be shared with partner countries).
  • Once selected, Korean service providers are contracted in Korea, and the Ministry of Land, Infrastructure and Transport provides funds directly.
  • Applicants should consult among central government, relevant ministries, and local governments before submitting.
  • Before project selection, both countries discuss cooperation requirements, scope of work, and budget; depending on results, a project may still not be selected.
  • Key contents of the proposal may be disclosed externally to support the selection of the most suitable service provider.
  • If serious issues arise, such as failure to provide required information or materials, the project may be terminated.
